Anyone modifying a vehicle should understand, that for some modifications associated negative side effects can’t be avoided. E.g. a lift will always raise the centre of gravity and while the additional clearance is an advantage for many off road scenarios, the higher centre of gravity will also compromise the vehicles stability when cornering and will negatively affect braking and handling. Another example are steel or aluminium bull bars which will always have a diametrical impact on the safety of pedestrians, and while they can be very handy in bush they represent a severe hazard on city roads and in school zones, or even in the own drive way!
I had no problems getting the major modifications as shown here covered by an Engineering Certificate and legally registered at the RTA in NSW; however it should be understood

that any and every modification - whether it is an unique diversification from the standard setup of a vehicle legally requiring independent assessments and certification from responsible authorities, or a minor modification - is the responsibility of the originator (the person who commissioned and / or conducted the modification) and / or car owner, and

that any work associated with the modification needs to be conducted by someone with the required skills and qualifications, and

that any required certification, inspection or safety and design check associated with the modification is solely the duty of the originator / car owner pending on local laws and guidelines, and

that safety issues might still evolve from modifications although the vehicle respectively the modifications passed a required safety check or similar assessments.
To comply with the duty of care any safety risk needs to be addressed by the originator of the modification, the owner or driver of the vehicle via appropriate measures (e.g. via adjusted driving behaviour, shortened maintenance intervals, additional inspections and checks before and after off-road trips, auxiliary cameras for rear views etc.).
