That was in 2009. In the meanwhile a lot has changed and VSI 15 is not longer valid.

The “Authorised Signatories” changed to “Licensed Certifiers” and are listed now in VSCCS Bulletin No 1.

The rest of the procedure might be still the same or similar, but I’m not sure here. If someone has more details about this, please let me know.

Despite the uncertainty I would always recommend to go this path and try to get modifications like these legalised and registered. It costs much less than a decent set of tyres and you only do it once.

It adds significant value to the vehicle and the hole procedure and study of the relevant sources will also give a better understanding for modifications and will increase safety awareness.

Now this vehicle is registered in NSW - as I live and work here - and I know that other states have different laws and regulations.

Engineering Certificate & Registration (NSW)

When I conducting my major modifications (winch bar, bigger tyres, tapered body and suspension lift etc.) I got them covered by an Engineering Certificate from an authorised signatory and registered at the RTA in NSW. The total procedure was relative uncomplicated.

First I approached an authorized signatory listed in VSI 15. I did my homework and provided a decent description of the modifications and vehicle specific documentation to verify e.g. that the bull bar don’t affect the airbags etc..

I assumed that the more work I put into this paperwork and planning, the easier it would be to get everything cleared.

It requires some studies of the VSIs (Vehicle Standard Bulletins) and ADRs, but overall most of it is / was common sense.

It seemed that the signatory was quite happy and I got the Engineering Report without difficulties.

With this Engineering Report I had to pass a design and safety check (Blue Slip) at a licensed inspection station. The independent inspection station can overrule the hole engineering report or parts of it if they believe it doesn’t comply with laws and standards.
